Executive Profile
Julian Smith is a senior infrastructure strategist and former PwC Global Transportation and Logistics Industry Leader, with more than 35 years of experience across infrastructure finance, public-private partnerships, commercial structuring and transaction execution. He connects institutional capital to complex infrastructure, structuring the commercial and financing frameworks required to underwrite large-scale infrastructure.
Over his career he has advised governments, state-owned enterprises, infrastructure owners, investors and international development institutions across Europe, North America, Africa, Asia and the CIS. As PwC Indonesia's Government, Infrastructure and Public Services Leader, he built the firm's Infrastructure Advisory team from 11 to more than 60 professionals and established its Sustainability practice.
Julian has advised on completed infrastructure finance transactions exceeding US$13 billion. His major assignments have included the £5.2 billion Intercity Express Programme in the United Kingdom, the privatisation and concessioning of terminals at the Port of Gothenburg, the US$452 million Kingston Freeport Terminal concession, airport PPPs in Cyprus and Indonesia, and strategic assignments across rail, ports, aviation, urban infrastructure, energy and public services.
In Indonesia, Julian has led advisory work covering infrastructure PPPs, climate finance, blended finance, sustainable transport, energy transition, project preparation and institutional capacity building. His experience includes advising on Indonesia's first solar energy plant PPP, the Hang Nadim Airport transaction, the national SDGs Financing Hub, B20 infrastructure and green finance policy, and programmes supported by the UK FCDO, UN agencies, ADB, IFC, World Bank, DFAT and the Millennium Challenge Corporation.
At Quantum Power Asia, Julian advises on infrastructure strategy, project finance, capital and joint venture structuring and transaction execution, ensuring the platform's clean energy pipeline is structured to meet the underwriting and risk standards of global institutional investors.
