Large-scale clean energy development creates roles across project management, engineering, technical services, construction, operations and business support. The roles change as the project moves through its stages, and so does the capability required to fill them.

Quantum seeks to structure local participation, training, mentoring and on-the-job experience so project activity builds transferable capability and longer-term workforce value. A central objective is the capability that remains in the local workforce after the construction peak has passed.

Education and Workforce Partnerships

Connecting Education to Opportunity

The workforce a project needs in three years is in school today. Quantum engages vocational and educational institutions near development areas to introduce students and educators to the roles, skills and standards associated with large-scale clean energy projects.

Quantum has delivered training workshops in partnership with state vocational schools near its areas of development activity in Karimun, Riau Islands. The sessions introduce participants to solar PV careers and to the roles, skills and standards involved in delivering utility-scale clean energy projects.

Building Local Supply Chains, Deliberately

Large infrastructure projects create sustained demand for transport, catering, accommodation, civil works, maintenance and fabrication. Quantum uses a phased process to identify credible local opportunities, prepare suppliers for project requirements and progressively expand participation as businesses demonstrate consistent delivery.

Assess local business infrastructure, supplier capability, logistics and project demand.

Structure contracts at a realistic scale and provide or facilitate targeted training and mentoring.

Identify constraints such as working capital, cash flow, technical and delivery capability, and facilitate relevant financing channels where feasible.

Grow and Monitor

Monitor performance, expand contract scale as capability is demonstrated and address underperformance through defined corrective actions.

Local participation must remain credible to the lenders, contractors and communities responsible for delivery.
