Responsible Development

Developments That Earn Their Licence to Operate

Quantum Power Asia integrates environmental and social safeguards, responsible land and stakeholder engagement, local capability, community development and national value creation throughout project development. These are development disciplines with commercial consequences, applied because they materially influence whether a project can be permitted, financed, built and operated.

Commercial Advantage

Responsible Development Is Part of Project Engineering

Quantum’s approach to responsible development is a source of commercial advantage and a clear point of difference in the market. What distinguishes Quantum is that these disciplines are built into project engineering and commercial structuring from origination, with supply chain linkage at the centre.

By planning local employment, qualified supplier participation and domestic value creation as integral parts of how a project is designed and delivered, Quantum produces infrastructure that is aligned with host government priorities, embedded in the regional economies it serves, and better positioned to progress through permitting, financing and long-term operation.

This same approach broadens the capital available to Quantum’s projects. Measurable development outcomes, verified local supply chain participation, credible environmental and social safeguards and durable domestic value creation can position projects for blended finance facilities, impact investment, green and climate funds, concessional and sustainable finance and similar sources of development-aligned capital.

Infrastructure Development Approach

  • Land carries existing use and customary claims.
  • Provincial and district administrations hold real authority alongside national regulators.
  • Land, licensing, grid connection, offtake and financing progress as interdependent workstreams.
  • Early risk identification supports better decisions while change is still practical and affordable.

Development Principle

Avoid First, Then Minimise

Quantum applies one principle across environmental safeguards, land and stakeholder engagement, and community impact: avoid harm first, then minimise, mitigate and remediate what remains. Site screening removes environmentally sensitive ground, contested or unverifiable land, and locations that would displace or disrupt communities before a project is committed.

Principles Applied in Practice

Principles Applied to Real Development

Quantum Solar Gorontalo, Isimu

The 14.7 MWp solar project reached commercial operation on 24 January 2020 under a 20-year power purchase agreement with PT PLN (Persero) and supplied more than half of Gorontalo city’s peak demand at the time. Quantum fully divested the project to Berkeley Energy, and the plant remains operational under new ownership.

Indonesia-to-Singapore Clean Energy Export Project

Quantum has progressed the project through land, government, commercial and technical development, including spatial planning approval across 4,747 hectares in the Riau Islands in 2023. It is currently designed around approximately 6 GWp of solar generation, approximately 12 GWh of battery storage and subsea transmission infrastructure, targeting approximately 1 GW of firm renewable electricity to Singapore.
