Firm Clean Power Across Borders and Grids

Quantum develops the generation, storage, transmission and commercial structures required to deliver firm clean power across national borders and utility grids, strengthening energy security across Indonesia, Singapore and the wider planned ASEAN Power Grid.

Market Context

Building the Infrastructure for Regional Power Trade

Southeast Asia’s electricity demand is growing while renewable resources, grid capacity and demand centres remain unevenly distributed. Cross-border electricity trade and utility-scale clean energy can connect those resources with major load centres, strengthen supply resilience and support national decarbonisation goals. Quantum develops and structures the generation, battery storage, transmission, offtake and investment framework required to turn regional power trade into bankable infrastructure.

What This Market Covers

  • Cross-border electricity trade and regional grid interconnection
  • Firm renewable electricity supply combining utility-scale solar generation and battery storage
  • Utility-scale, grid-connected solar generation and battery energy storage
  • Subsea and overland transmission, interconnection and associated grid infrastructure

Where We Are Active

Indonesia at the Centre of a Growing Regional Opportunity

Quantum’s principal cross-border development is the proposed Indonesia-to-Singapore clean energy export project. It combines large-scale solar generation, battery storage and subsea transmission to deliver firm renewable electricity from Indonesia to Singapore. Quantum is also in the exploratory stage regarding potential cross-border opportunities in Cambodia and Vietnam, as well as domestic utility-scale clean energy opportunities in Cambodia.

The Case for Indonesia-First Clean Energy Export

In July 2022, Quantum published the case for "Indonesia-first" clean electricity export from Indonesia to Singapore three years before it became a mainstream proposition. The paper set out why export-scale solar would create the domestic manufacturing demand Indonesia’s own transition requires, and why Indonesia risked collecting toll fees on someone else’s cable while the value passed it by. It addressed the objections directly. Published in English and Bahasa Indonesia.
