Quantum’s Track Record

Quantum’s regional mandate centres on Indonesia, where it holds a track record as the developer of Indonesia’s first privately developed utility-scale solar project approved by PT PLN (Persero), and extends across Southeast Asia.

Corporate Milestones

From Originator to Regional Developer

2014

Quantum Power Asia was established in Singapore and began engaging with Indonesia’s Ministry of Energy and Mineral Resources, PT PLN (Persero), members of Parliament and other public-sector stakeholders to build understanding of utility-scale solar PV. This work included technical briefings, knowledge-sharing and training, and advocacy for enabling solar PV regulations and greater acceptance of solar generation within PLN’s power system.

2015—2019

Quantum built a 500 MWp solar project development pipeline across five locations in Sulawesi, Sumatra, Lombok, Java and Bali. The Sulawesi portfolio included the Isimu project in Gorontalo, which became Indonesia’s first privately developed utility-scale solar project approved by PT PLN (Persero). During this time, Quantum also proposed a 1 GW domestic solar panel manufacturing investment intended to strengthen Indonesia’s local industrial capability and support development of utility-scale solar PV.

2020

The Gorontalo solar project achieved commercial operation on 24 January 2020. Developed by Quantum Power Asia and subsequently divested to Berkeley Energy, the plant remains operational under new ownership.

2021

Quantum commenced government, regulatory, technical and commercial development of its flagship Indonesia-to-Singapore clean energy project.

In July 2022, Quantum signed a Memorandum of Understanding to develop a 1 GWdc renewable energy project for a large-scale industrial customer in Indonesia.

2022

In August 2022, Quantum signed a separate Memorandum of Understanding to develop a 300 MWp renewable energy project supporting a major mining operation in Indonesia.

2023

Quantum secured spatial planning approval covering 4,747 hectares across the Riau Islands for the proposed Indonesia-to-Singapore clean energy project.

2024

The flagship Indonesia-to-Singapore project advanced through Singapore’s regulatory assessment process and continued through bilateral government engagement concerning cross-border electricity trade.

2025

Quantum advanced its flagship Indonesia-to-Singapore project across land, permitting, technical, commercial and government workstreams, with a proposed configuration of approximately 6 GWp of solar generation, 12 GWh of battery storage and 1 GW of firm renewable electricity supply. During the year, Quantum’s wider development pipeline expanded to more than 7.5 GW across cross-border clean energy, utility-scale renewable energy and industrial decarbonisation.

2026

Quantum, with support from Silverwing Investment Ltd., began designing Quantum Capital Asia, a proposed investment platform intended to support the financing and ownership of clean energy infrastructure developed by Quantum Power Asia and selected third-party developers across Asia Pacific.
