Executive Profile

Simon G. Bell is the Founder and Chief Executive Officer of Quantum Power Asia. He is a Singapore-based executive with more than 25 years of experience originating, developing and executing large-scale energy and infrastructure projects across Asia Pacific, spanning renewable energy, infrastructure, mining and strategic advisory.

Simon established Quantum in 2014 and leads its vision, capital formation and regional development strategy. His work is defined by programmatic de-risking and disciplined execution: advancing projects through land, permitting, capital and delivery, and reaching financial close in markets where others stall. He led the development of Indonesia's first privately developed utility-scale solar project approved by PT PLN, taking it from origination to its divestment to an international buyer, and he directs Quantum's proposed cross-border clean energy development between Indonesia and Singapore.

Simon brings a 10-year track record of direct engagement with Indonesia's Ministry of Energy and Mineral Resources, PT PLN (Persero), provincial governments, and regional leadership. This local access combined with international infrastructure governance allows Quantum to navigate complex regulatory environments, manage domestic risks, and secure long-term host-country alignment in several Asia Pacific countries.

Through Silverwing Investment Ltd., he has committed development capital to early-stage opportunities and worked with boards, investors, governments and operating businesses on capital formation, project development and execution.

Simon has worked across Singapore, Indonesia, Papua New Guinea, Australia and Africa. He is fluent in Indonesian and brings principal investment experience, operating judgement, government engagement and commercial leadership to Quantum's projects.
